Rwanda Hospital Design Standards
The Rwanda Hospital Design Standards are a set of guidelines and planning documents developed to support the nationwide development of scalable, context-specific healthcare infrastructure.
Poor health infrastructure exposes societies to the threats of epidemics and deepens social injustice. An isolated, well-built hospital is not enough to bring about systemic change—while poorly implemented, prototypical buildings can have disastrous consequences. The 2015 Ebola outbreak in Liberia and Sierra Leone and the 2020 COVID-19 pandemic are powerful reminders of the dangers posed by fragile, inadequately designed healthcare infrastructure and its devastating impact on communities.
In an effort to strengthen national resilience against future health threats, Rwanda launched a plan in 2012 to build new hospitals across all thirty districts. This initiative was grounded in a set of design principles aimed at improving health outcomes while addressing the specific needs of each location and community.
MASS partnered with the Rwanda Ministry of Health to create a scalable model for high-quality healthcare infrastructure—one that could be adapted to the unique requirements of individual projects while setting a new standard for health facility development across the region. Building on the lessons learned from the Butaro Hospital campus, MASS developed District Hospital Design Standards tailored to each district’s demographics, geography, and clinical needs. These standards included comprehensive planning documents and architectural guidelines to support the future development of healthcare facilities throughout Rwanda.
The Munini District Hospital and Nyarugenge District Hospital became pilot projects for the application of these design standards, demonstrating how a flexible yet structured framework could be effectively implemented in diverse settings. These hospitals serve as models for how to scale and replicate best practices in healthcare design across the country.
Ultimately, this work aims to equip the government with the tools to sustainably expand and improve healthcare infrastructure. High-quality design and construction processes lead not only to better health outcomes, but also to broader social impacts—stimulating economic growth, supporting education, promoting environmental sustainability, and enhancing community well-being.
