The Regional Centre of Excellence in Biomedical Engineering and eHealth (CEBE), serves as a model for biomedical innovation and engineering across Africa.

Commissioned by the University of Rwanda, the center opened its doors in 2023. Located in Kigali Innovation City, the center integrates private, public, and academic spaces within a single, sustainably designed building.

The seven-story structure is a landmark of sustainable architecture, developed in close collaboration with Transsolar. It employs passive energy strategies—including daylighting, natural ventilation, and thermal massing—to optimize airflow and temperature control across all levels. 

Each floor includes dedicated ventilation corridors, and the innovative facade not only enhances shading and climate regulation but also reflects Rwandan cultural heritage. The design draws on traditional imigongo patterns and the historic King’s Crown, marrying cultural expression with functional performance.

CEBE serves as a hub for introducing leading clinicians and technicians to Rwanda’s healthcare sector. By integrating passive design with programming and collaboration needs, the space fosters a dynamic environment that supports research, learning, and cross-disciplinary interaction.

Financed by the African Development Bank and several East African member states, the center supports the development of a highly skilled, competitive workforce in biomedical sciences and e-health. Its broader goal is to strengthen regional healthcare delivery and innovation, while advancing East Africa’s integration strategy in science, technology, and workforce mobility.
